| That is if those are really the running pressures. My assumption would be if something was clogged you'd be getting a really high pressure on the high side which would trip the high pressure switch. I'm not sure how to test the valve in there. If the valve has fittings on it you might be able to change it out. However I think it would be easier just to get some gauges on there again and run it. It's you are seeing even pressures on both sides, it's likely the compressor has quit running or is not working. If you see a spike on the high side and it quits after than, then you've tripped the high side pressure switch. Here is a graph of what you should be seeing based on ambient temp. 
Using this you should be able to find where the plug is, if there is one. I would suggest changing out the evap as a unit with a known good one.
